A group of governors — two Republican, two Democratic and one independent — has released its plan to shore up insurance exchanges, fix underperforming provisions within the Affordable Care Act and allow states more flexibility to improve their Medicaid programs. Among their recommendations? To improve outcomes and reduce waste, Medicaid programs should do more to address social determinants of health (SDOH). They also called for the government to develop a reinsurance program to stabilize risk pools — a potential solution that could alleviate significant cost burdens created by coverage of pre-existing conditions.
