Marketplace Health Plan Premiums Forecast to Stabilize in 2019

A new analysis of health insurers’ preliminary filings found that, nationwide, the average price of Affordable Care Act (ACA) marketplace-participating plans will rise by about 4% in 2019 — less than in previous years, and in line with the current inflation rate for US medical care costs.

But premiums would likely have fallen next year by 4 to 5%, had recent administration-directed policy changes not disincentivized younger Americans from purchasing health insurance.

Doing away with mandated coverage and allowing insurers to sell skinny coverage plans drove many consumers out of the health insurance market, which increased average risk for insurers and resulted in continued premium increases, reported NPR’s Alison Kodjak.

Still, she noted, predicted double-digit premium increases in states like Kentucky and Connecticut will, according to the analysts, be largely offset by comparable premium decreases in other states like Tennessee and New Hampshire.

Some insurers are even planning to increase their product offerings and coverage options in ACA marketplaces, following retreats in 2017 and 2018.
